NUEVO LAREDO, Mexico - South Texans are distributing sandbags and warning of flash floods, as Tropical Storm Hermine churns toward the northwestern Gulf coast.

It's the same area that was hit by Hurricane Alex in June, killing at least 12 people.

Mexican authorities are urging people to move to shelters.
